What is the ERA-GLONASS system and why was it created?

"ERA-GLONASS" is a state emergency response system for accidents and other emergency situations on the roads. The main goal of creating the ERA-GLONASS system is to reduce the time it takes for information about an accident to reach emergency response services, which will reduce the mortality and injury rates of drivers and passengers of vehicles involved in an accident or other emergency situation on the road. According to experts, the ERA-GLONASS system will save about 4 thousand people annually by reducing the response time to accidents.

On September 18, 2012, by Order of the Government of the Russian Federation No. 1732-r, the sole executor of the project to create the ERA-GLONASS system determined the Non-Profit Partnership GLONASS, a federal network operator in the field of navigation activities.

What is the operating principle of the system? How does information reach emergency response services?

A navigation and communication terminal of the ERA-GLONASS system is installed on the vehicle. In the event of an accident, the terminal automatically makes an emergency call, which is priority served by the available mobile communications network and transmitted to the ERA-GLONASS system. It is possible (in the event of an accident or other emergency situation) to make an emergency call when the driver or passenger presses a special SOS button. After filtering false calls by the operator of the contact center of the ERA-GLONASS system, calls that require a response and data about the accident are transmitted to the 112 system or to the duty department of the Ministry of Internal Affairs, which, using this information, effectively initiates and coordinates the response of emergency operational services.

To ensure reliable operation of ERA-GLONASS, redundancy of the operation of all system elements is provided.

For car owners, the service of the ERA-GLONASS system will be free for the entire period of operation of the car equipped with the terminal.

Why are filtering contact centers needed?

According to statistics, up to 75% of calls to existing commercial (non-state) emergency services are false. Taking into account the prospects of equipping vehicles with terminals, as well as the provided opportunity to make an emergency call not only in the event of an accident, but also in other emergency situations, the load on the 112 system and emergency services throughout the country would increase significantly. Specialized filtering contact centers of the ERA-GLONASS system will relieve the burden on operators of the 112 system, to whom in this case only calls requiring an emergency response are transferred.

How many cars will be equipped with terminals in 2015?

The number of vehicles equipped with ERA-GLONASS terminals will constantly increase in accordance with the requirements of the Technical Regulations of the Customs Union “On the safety of wheeled vehicles.” According to experts, in the first year of mandatory equipment, it is planned to equip about 320 thousand vehicles equipped with ERA-GLONASS terminals.

When will all cars have an ERA-GLONASS terminal?

  • from January 1, 2016 - vehicles used for the commercial transportation of passengers and the transportation of dangerous goods, solid waste and garbage (garbage trucks), released into circulation in the countries of the Eurasian Economic Union;
  • from January 1, 2017 - ALL vehicles put into circulation in the countries of the Eurasian Economic Union.

Can I independently install the ERA-GLONASS terminal on my car and connect to the service?

The owner of a vehicle in operation has the right and opportunity, on his own initiative, to connect to the ERA-GLONASS state system. To do this, he needs to purchase a terminal and contact a certified installation center to install it. The cost of installation is determined by the installation center and is regulated within the framework of market competition.

What is included in the equipment kit installed on the car?

The main components of in-vehicle emergency call systems/devices that implement their functional properties established by the technical regulations of the Customs Union “On the safety of wheeled vehicles” (TR CU 018/2011) include: navigation module (receiver of GLONASS and other GNSS signals); communication module (GSM/UMTS modem); built-in non-removable universal multi-profile SIM/e UICC chip; tone modem; antennas (antenna) GNSS/GSM/UMTS; user interface block with an “Emergency call” button; status indicator block; control controller; internal non-volatile memory and RAM; backup power supply; automatic accident identification sensor, etc. Various options for the constructive combination of the above components are possible, which depend on the method (configuration) of installing the in-vehicle emergency call system/device on the vehicle (in the form of additional equipment or a standard system/device) and are mainly determined by the requirements, presented to them by the vehicle manufacturer.

The recommended delivery package for systems/devices configured as additional equipment is given in GOST R 54620-2011 (section 21.1). The delivery set for standard systems is determined by the vehicle manufacturer. Thus, to ensure loud-speaking communication (by decision of the vehicle manufacturer), the standard microphone and speakers of the vehicle can be used. To determine the location of the vehicle, a navigation module and an external GNSS antenna (from the standard multimedia system of the vehicle) can be used. However, in these cases, the specified (standard) vehicle components must be tested as part of in-vehicle emergency call systems/devices to confirm their compliance with the established requirements.

How does ERA-GLONASS equipment work in the event of an accident?

Who produces ERA-GLONASS equipment?

A terminal that meets the requirements of the technical regulations of the Customs Union “On the safety of wheeled vehicles,” which must be confirmed by a certificate of conformity, is installed on the vehicle before it is put into circulation by the automaker in production, or by the dealer during pre-sale preparation. Regulatory technical base

What is the requirement for equipping vehicles with in-vehicle devices/systems for calling emergency operational services "ERA-GLONASS"?

The main document establishing the requirements for the mandatory equipping of vehicles with systems and devices for calling emergency services, as well as the requirements for these systems and devices, is the technical regulation of the Customs Union “On the safety of wheeled vehicles” (TR CU 018/2011).

In accordance with TR CU 018/2011 (as amended No. 1 dated January 30, 2013), the following deadlines are established for equipping vehicles with ERA-GLONASS in-vehicle emergency call systems and devices:

Vehicles of category M1, included in the scope of application of UN Regulations No. 94 and 95, as well as category N1, included in the scope of application of UN Regulation No. 95, are equipped with emergency call systems for operational services;

  • from January 1, 2015 – vehicles undergoing the type approval procedure for compliance with the requirements of technical regulations for the FIRST TIME;
  • from January 1, 2016 - vehicles used for the commercial transportation of passengers, specifically designed for the transportation of children aged 6 to 16 years and the transportation of dangerous goods, solid waste and garbage (garbage trucks), as well as tractors used for towing trailers, transporting dangerous goods released into circulation on the territory of the countries of the Customs Union;

Vehicles of category M1 that are not included in the scope of UN Regulations No. 94 and 95 are equipped with emergency call devices; categories N1, not included in the scope of UN Regulation No. 95, as well as categories M2, M3, N2, N3.

  • from January 1, 2015 – vehicles undergoing the type approval procedure for compliance with the requirements of technical regulations for the FIRST TIME;
  • from January 1, 2017 - ALL vehicles put into circulation in the territory of the countries of the Customs Union.

What are the technical requirements for automotive devices/systems for calling emergency services "ERA-GLONASS"? What standards are there?

Requirements for vehicles regarding the installation of devices and systems for calling emergency operational services are set out in paragraphs 16 and 17, respectively, of Appendix No. 3 to the technical regulations of the Customs Union “On the safety of wheeled vehicles” (TR CU 018/2011).

Confirmation of compliance of devices/systems for calling emergency operational services "ERA-GLONASS" with the requirements of the technical regulations of the Customs Union "On the safety of wheeled vehicles" (TR CU 018/2011) is carried out in the form of mandatory certification according to scheme 2c.

An accredited testing laboratory (center) conducts tests of a standard product sample. After that, the accredited body for certification of quality management systems carries out certification of the manufacturer’s quality management system and issues the applicant a certificate for the quality management system. The accredited product certification body issues the applicant a certificate of conformity for serially produced products and carries out inspection control of certified products.

Where to get certified? (device/system for calling in-vehicle emergency services "ERA-GLONASS" and a vehicle equipped with a device/system for calling in-vehicle emergency services)

In accordance with the technical regulations of the Customs Union “On the safety of wheeled vehicles” (TR CU 018/2011), confirmation of compliance of systems/devices for calling emergency services with the requirements of the specified technical regulations is carried out by certification bodies and testing laboratories accredited in the national accreditation systems of the Member States of the Eurasian Economic Union and included in the Unified Register of Certification Bodies and Testing Laboratories of the Eurasian Economic Union. Accreditation of certification bodies and testing laboratories is carried out by national accreditation bodies in accordance with the national legislation of the countries of the Eurasian Economic Union.

In 2014, the first laboratory for certification of ERA-GLONASS devices appeared. The ERA testing laboratory of the Svyaz-Certificate certification center has completed the accreditation process, as a result of which the Federal Accreditation Agency issued an appropriate certificate. The ERA laboratory is designed to test components that provide satellite navigation and calling emergency services.

Vehicles equipped with in-vehicle emergency call devices can be certified at the NAMI Test Center. To date, more than 15 successful tests of complete vehicles have been carried out.

Regulatory legal framework

What regulatory documents govern the operation of the ERA-GLONASS system?

The creation of the ERA-GLONASS system in October 2009 was approved by the Commission under the President of the Russian Federation for the modernization and technological development of the Russian economy. On January 1, 2014, the federal law of February 28, 2013 N 395-FZ “On the State Automated Information System “ERA-GLONASS” came into force.

In July 2015, amendments were made to the Federal Law on ERA-GLONASS, according to which the created high-tech infrastructure of the ERA-GLONASS system can be used to provide commercial services and should be used in the creation of government and other navigation and information systems.

From January 1, 2017, the import of cars without the ERA-GLONASS system through customs into the Russian Federation is prohibited.

Due to blind spots in the legislation, it became very difficult for foreign car drivers to run their business: customs refused to allow cars without ERA-GLONASS, and at the beginning of the year, thousands of cars imported from Japan, for which the duty had already been paid, accumulated in the Far East.

But customs officers were unable to issue a vehicle passport for these cars due to the lack of necessary equipment. MREO cannot register a foreign car, since this module is not specified in the vehicle design safety certificate.

But after the release of the “Temporary Procedure” the situation was resolved. We will find out how to import a car without ERA-GLONASS and how to install the necessary equipment.

The operating infrastructure is divided into 3 main parts:

  • emergency call device, which is installed in the car and collects and transmits data;
  • mobile communications infrastructure (a single virtual operator MVNO), which is based on all real mobile operators (coverage of one of the operators operating in the Russian Federation will significantly increase the coverage area of ​​the system);
  • infrastructure for receiving and processing calls (large call center for processing calls).

Main functions:

  • determines and transmits the coordinates and time of the incident;
  • provides data on the severity of the accident;
  • carry out two-way communication with the driver.

Additional functions:

  • monitors the movement of a vehicle;
  • performs security functions;
  • navigation.

Used throughout the country, it should become the main one for all navigation systems on vehicles. Main components:

  • navigation and telecommunications terminal;
  • infrastructure of mobile operators and emergency services.

A car with the ERA-GLONASS module sends a distress message if it receives signals from satellites and cellular base stations.

The built-in SIM card operates in “virtual operator” mode, using any available network. All emergency calls are handled free of charge.

As soon as the airbag or accelerometer is deployed, the on-board unit will issue an SOS signal, including:

  • exact coordinates of the incident;
  • number of seatbelt passengers;
  • accident data;
  • vehicle information: VIN number, color, fuel.

In manual mode, the alarm will be activated after pressing the button. In automatic mode - as soon as the airbag sensor or its own built-in accelerometer is triggered.

The automatic system recognizes frontal, side impacts, rear impacts, and rollovers, but this is possible when the ignition is turned on or within a minute after it is turned off.

The connection to the mobile network and data transfer occurs in 10 seconds: time is spent on “dialing”, turning on the tone modem, and sending an emergency message.

If the connection quality is low, the system will make 10 calls and then send a minimum set of data via SMS. If there is no connection, the data is written to memory and sent later.

Instant notification of an accident should speed up the arrival of help and save many lives. This is very relevant for Russia, since 3% of victims die on the roads as a result of road accidents.

More than half of them die without receiving medical help. The system will also record how quickly the response of emergency services was.

Requirements for the system are prescribed in GOST R 54620–2011. The complex recognizes several types of impacts: frontal, side, rear impact, rollover.

Automatic accident identification and data sending are mandatory for passenger vehicles that can accommodate up to 9 people. For others, manual mode will be sufficient.

The “SOS” button must have a mechanism that protects against accidental pressing. In some models, the button is hidden behind a folding panel. But in others it is located next to the interior light switches.

False calls are rejected by operators, who send a call to rescuers if the emergency is confirmed.

During the first year of operation, 550 calls were recognized as true, 144 of them were automatic, i.e. went off when the driver and passenger were unconscious.

Also, the “SOS” button is very often used not for oneself. It is pressed by eyewitnesses of an accident, as soon as they see an overturned car, a fight, a burning house, they call an ambulance for one of the victims, the Ministry of Emergency Situations - to eliminate the consequences that interfere with traffic (a tree fell on the road), the traffic police, if they notice a drunk person steering wheel

"ERA-GLONASS" - the world's first free emergency call system. The emergency call is free, but it is planned to provide additional paid services.

This could be a call to a tow truck, an emergency dispatcher, or technical assistance. The modem can be used for remote starting, Internet radio, online vehicle diagnostics.

Installation is carried out on:

  • new cars that are imported into the Russian Federation: on the assembly lines of automakers outside the Russian Federation;
  • new cars that are produced in the Russian Federation: on the assembly lines of Russian automakers;
  • for used vehicles that were imported into the Russian Federation after January 1, 2017, and less than 30 years have passed since their release;
  • for used cars that were sold in the Russian Federation before January 1, 2017, on a voluntary basis.

Without installing the system, FCS divisions do not issue a vehicle passport for a car, and without a PTS it is not possible to register the car.

Customs

If you wish to purchase a vehicle outside the Russian Federation, you will encounter customs and inspection procedures for the imported vehicle. “Customs clearance” is not the most problem-free procedure, but now there are some reservations in issuing a vehicle passport.

Customs does not prohibit importing a car without ERA-GLONASS, but problems may arise with the issuance of a vehicle passport.

Customs has been issuing PTS for more than 10 years, the issuing system was debugged and worked without failures, until on January 1, 2017, the law on the installation of “ERA-GLONASS” on passenger cars came into force, establishing the mandatory installation of a warning system on all vehicles produced in circulation in the Customs Union zone. This was a kind of ban on the import of cars without ERA-GLONASS.

Button system must be installed on new and used machines. The innovation did not change the procedure for importing and declaring vehicles, did not lead to a ban on the import of foreign cars, but stopped issuing vehicle passports for vehicles cleared through customs, since there is no compliance with technical regulations.

The blockade of imported cars lasted until April 2017. Then they started issuing PTS. The “Temporary procedure for the release into circulation of single vehicles imported into the territory of the Russian Federation” was prepared and tested.

Changes:

SBCTS is a necessary document that is provided to the customs authorities to obtain a vehicle passport for used cars. Conformity assessment procedure:

  • an application is drawn up;
  • Documents for the vehicle and passport are provided;
  • an expert accredited by a testing laboratory checks documents;
  • the expert laboratory identifies the vehicle;
  • a technical examination of the design is carried out for compliance with the requirements of technical regulations;
  • a design examination protocol is drawn up, which includes testing;
  • a certificate is issued.

About 4.5 billion rubles of the budget have already been spent on the creation of ERA since 2010. It takes about a billion a year to maintain operation.

The Technical Regulations of the Customs Union “On the Safety of Wheeled Vehicles” is a large and complex document that establishes requirements for wheeled vehicles when they are put into circulation and in operation on the territory of the Republic of Kazakhstan, the Republic of Belarus and the Russian Federation.

    After this publication appeared, the company JSC Glonass added an important disclaimer to its website. She reports that the documents we mentioned, which describe the procedure for off-site installation of ERA-GLONASS terminals, apply only to vehicles already in use in Russia. That is, this is a procedure for the voluntary installation of “Era” by car owners. The position of JSC Glonass is that it is incorrect to talk about applying the same procedure for installing “Era” on used cars imported into the Russian Federation. The Ministry of Industry and Trade did not answer our question about how exactly the installation of “Era” on imported used cars will be organized and declined to comment. However, the sum of semi-official and unofficial explanations is as follows: it is premature to say that a simplified procedure has appeared in Russia for used cars imported into the country - until such a decision has been made. At the same time, we cannot help but pay attention to the fact that signals about the impending simplification of the procedure came from government officials both at the end of February and at the beginning of March. Thus, until an official decision on this issue appears, our publication remains at the rank of a hypothesis based on an analysis of information from official and unofficial sources.

    In Russia, a simplified procedure has appeared for equipping cars with ERA-GLONASS devices in non-factory conditions: it is intended both for those used cars that are imported into the Russian Federation for the first time, and for any other cars already in operation. The company JSC Glonass, which is the operator of the ERA-GLONASS system, published on its website a package of documents from which it follows that a network of specialized services should appear in Russia - essentially, “Era dealers” - who will receive the right to install emergency call terminals on used cars . Installation will be paid, car owners will be charged money for the device itself with an SOS button, for its installation and for activation, but after this you will no longer have to undergo any additional certifications or tests: the operation of the button will be checked directly in the service with one test call.

    According to unofficial estimates, the entire procedure for a motorist can cost around 30 thousand rubles, of which 18-25 thousand is the price of the device itself, three to four thousand is installation, and another 950 rubles is the fee for entering car data into the Era operator database " However, amid the hype, prices may be higher.

    An important nuance: in this case, the cars will be equipped not with an “emergency call system”, but with a “call device”, abbreviated as UVEOS. The difference is that the “system” assumes the ability, in the event of an accident, to send an SOS message automatically, based on a signal from shock sensors. It is the “ERA-GLONASS system” that the Technical Regulations of the Customs Union on the safety of wheeled vehicles require that new cars be equipped with, and integration of the “system”, as a rule, is only possible in the factory.

    The “device” has simplified functionality - only a manual call. That is, in order to send an SOS signal after an accident, there must be at least someone in the car who can press the “Era” button. According to technical regulations, such “devices” (UVEOS) must be installed from the factory on commercial vehicles and large SUVs. Now used cars are being added to these categories. Their Era terminals will not be required to react to an impact or rollover, so crash tests are not needed, and testing for acoustics (that is, the quality of two-way voice communication with a call center operator) will be carried out empirically during a test call, roughly speaking, “by ear”, without measurements.

    In addition, during such a test call, the car will be identified: data about the car will be sent to the general Era database, including license plate number, VIN, make, model, color, location, information about its “SIM card”, etc. .

    The terminals themselves will be officially supplied to “Era dealers” by the same manufacturers of “systems” and “devices” that supply “Era” to factories of Russian and foreign automobile companies. Thus, these will be relatively similar serial devices that have already passed certification for electromagnetic compatibility, vibration resistance, protection from dust and moisture, and many other tests.

    A simplified “Era” will be inevitable for all used cars imported into Russia, since the Technical Regulations of the Customs Union on the safety of wheeled vehicles do not allow issuing PTS for cars without an emergency warning system. But for vehicles already in use, equipping them with Era remains voluntary.

    It is interesting that documents describing the new procedure were published on February 21, but this information did not become public, since JSC Glonass posted it only in the section of the site intended for partners. Neither the Era operator itself nor the Ministry of Industry and Trade have yet published any official announcement about the creation of a simplified procedure. Obviously, this is due to the fact that the procedure for relations between JSC Glonass and its partners does not affect the operation of the technical regulations, therefore, in order for the simplified procedure for installing “Era” to work de jure, an official decision of the Ministry of Industry and Trade to amend the official documents of the Customs Union is necessary. At the time of publication of this article, the Ministry of Industry and Trade had not yet responded to Autoreview’s request, however, according to our information, an official briefing of the ministry and JSC Glonass on this issue should take place in the coming days.

    Moreover, the features of the new scheme are already clear. As Vladimir Makarenko, development director of one of the Era terminal manufacturers, Fort Telecom, explained, the mechanism for launching the new procedure comes down to two conditions. Firstly, companies wishing to act as partners of JSC Glonass (that is, “Era dealers” for installation) must enter into agreements with the JSC, according to which they fulfill a number of requirements and gain access to the information base of the ERA-GLONASS system with the right to enter there vehicle data. Secondly, the personnel of these “dealer partners” must undergo technical training from the supplier of the UVEOS terminals.

    For car owners who import a used car to Russia, the procedure, according to Vladimir Makarenko, may look like this:

    1) import a car;

    2) contact a local installation center that has an agreement with JSC Glonass;

    3) the center carries out installation, a test call and carries out all interaction with JSC Glonass;

    4) after confirming the registration of the vehicle in the ERA-GLONASS system, you can contact the customs office to obtain a PTS.

    For those car owners who voluntarily wish to install “Era” on a car that is already in use, the procedure will naturally be reduced to just two steps.

    Let us recall that the need to create a simplified procedure arose after at the beginning of this year the Federal Customs Service stopped issuing vehicle passports (PTS) for used imported cars imported into Russia that were not equipped with Era. The basis for this is the same Technical Regulations of the Customs Union, which does not make a difference between new and used cars when put into circulation (that is, when issuing a PTS). Officially, according to technical regulations, only oldtimers over 30 years old are exempt from Era.

    Thus, the private import of used cars into Russia was actually prohibited from January, because in order to install the “Era”, car owners were offered, along with car manufacturers, to undergo the full certification procedure, including crash tests, and its cost reached 800 thousand rubles.

    Naturally, the problem was most acute in the Primorsky Territory, where about 1,500 uncleared foreign cars without “Era” had accumulated in the FCS parking lots. Things were heading towards popular unrest, so Prime Minister Dmitry Medvedev gave instructions to find a way out of the situation, and in mid-February a temporary moratorium on “Era” was introduced in Primorye: from February 17 to 27, the local customs service issued 1,100 PTS for cars without an SOS button .

    And at the end of February the acting General Director of JSC Glonass Andrey Zheregel said that a simplified procedure for installing “Era” will be adopted in the coming days and that 11 companies in Vladivostok have already announced their readiness to equip used cars with SOS buttons. At the same time, two Russian manufacturers of in-vehicle emergency call devices will begin supplying certified terminals to Primorye: Fort Telecom from Perm and the Moscow company Santel-Navigation.

    In other regions of Russia, a simplified procedure and “Era dealers” may appear a little later. In addition, the entry of more UVEOS manufacturers and installers into this market may help reduce prices.
