The past 2016 turned out to be rich in initiatives to tighten the lives of motorists on the part of deputies and officials. With few exceptions, these changes will add headaches for drivers. Life will remind you what surprises await us in the coming year.

Deterioration in compulsory motor liability insurance

Perhaps the most significant changes are coming to MTPL. As of January 1, all insurance companies are required to issue electronic policies. Thus, sabotage by insurers when issuing policies in supposedly unprofitable regions, as well as extortion of additional services, should be completely eliminated. In theory, it is enough to create a personal account, enter the necessary data, pay the required amount and print the document received by mail. There is no need to carry the original form with you, which, by the way, changed color in the fall of 2016 and became pink. However, if you really want to, you can order delivery of the policy on letterhead or pick it up at the office. The cost of the policy is the same both when purchased online and when purchased directly from the insurer.

The most significant innovation will be the transition to a natural form of compensation. It is planned to cancel the possibility of collecting cash compensation for an accident. The damaged car will go to the insurer's affiliated service without any alternative. In what form will the car be returned, will these services have the competence for different car models, how can insurers be forced to redo the defect - this is not a complete list of questions for this initiative. It is worth noting that even in the first years of the life of the compulsory “motor citizen”, people tried to get repairs from insurers. However, soon drivers began to abandon this option en masse due to the inadequate quality of services.

Insurers resisted the amendments back in 2016, but stalled when the Duma team changed. Now they are hoping to push through their benefits closer to spring. But this is not enough for them. Along with the repairs, they are asking to introduce a new coefficient, which will depend on the number of traffic violations: more than four times a year - a large overpayment for the policy.

ERA-GLONASS

From January 1, new cars that are not equipped with the ERA-GLONASS system cannot be certified in Russia. Yes, and old foreign cars without an “era” will not be allowed on the roads if they have not previously received a vehicle design safety certificate. “Era” equipment allows you to quickly call help to the scene of an accident. Moreover, when the shock sensor is triggered, a signal is sent to the EMERCOM console, and if the driver does not respond, the operator sends operational assistance to the determined coordinates. Some see this as increased control by “big brother” over citizens, while others see this as a tool to save lives. Of course, this innovation will affect the price of the cars, since customers will eventually have to pay for additional equipment.

The worst situation will be for sellers of exclusive cars: during testing, they must conduct crash tests of at least two cars and pay about 200 thousand euros to the certification center. This could put an end to the import of cars such as the Bugatti Veyron. In practice, “era” becomes the next step towards supporting domestic producers. However, the maximum lifespan of a vehicle type approval is 3 years, so some cars will still be able to enter the market without hindrance.

Changes in traffic regulations

Starting from the new year, it is prohibited to transport children in special frameless restraints and boosters. The rules currently allow the use of “other means” to secure a child in a regular seat belt, but studies have shown that they are often more dangerous than even a regular seat belt. For the most part, these devices are imported from China and serve as a kind of cheap analogues of full-fledged child seats. The Ministry of Industry and Trade of Russia, Rosstandart, Rospotrebnadzor and the Federal Customs Service immediately opposed this problem. The program of measures concerns not only a ban on the production and operation of such devices, but also the cessation of their import into the country. On the other hand, in connection with this, legislators made a relaxation: children aged 7 years (previously only 12 years old) will be allowed to fasten them with a regular seat belt in the back seat. In the front passenger seat - still up to 12 years in a car seat.

It is planned that for drivers with less than two years of experience, the “Beginner Driver” sticker will become mandatory. They will also be prohibited from towing other cars. Fortunately, legislators abandoned the idea of ​​limiting the maximum speed for beginners to 70 km/h. After all, slow moving vehicles in a fast flow would only provoke accidents. Next in line is the abolition of some traffic regulations that date back to Soviet times, for example the ban on motorcyclists speeding over 90 km/h. It is clear that 50–60 years ago there were completely different motorcycles for which this speed was the maximum.

Price of gasoline and diesel

Excise taxes on fourth and fifth class gasoline and diesel fuel are being increased, which will automatically increase the retail price of fuel at gas stations by approximately 8–12%. Or it will happen again - in 2018, excise taxes will increase even more, and gasoline below Euro-5 will be completely prohibited for sale. Since the price of fuel “sits” in the cost of each product, then we can expect a general rise in prices for goods and services.

Increased fines

Deputies are discussing a number of initiatives to tighten penalties for violating traffic rules, and some of them have already passed the first reading. There should be a punishment for “dangerous driving” - such a term has already been included in the traffic rules, but there is no monetary punishment in the form of an administrative fine yet, the expected amount is 5 thousand rubles.

By the fall of 2017, fines for out-of-season tires are expected to appear. It is worth noting that this requirement already exists in the technical regulations of the Customs Union “On Wheeled Vehicles”. But no one follows it, because there is no punishment. For summer (or worn out) tires you will be fined from December 1 to March 1, for winter tires - from June 1 to September 1. Moreover, in regions where periods of cold weather are longer than in central Russia, local authorities will be able to increase the period of use of winter tires.

For three gross offenses, the Duma members propose excommunication from the helm. The timing and list of violations will be discussed this year. With the cancellation of sanctions in the form of a license plate removal for increased tinting, this problem went up again. Therefore, increasing fines for illegal tinting, as well as violating the rules for crossing railway crossings, will be discussed in parliament. For the absence of stickers “Spikes”, “Training vehicle”, “Road train”, a fine of 500 rubles will appear.

Electronic PTS

From July 1 this year, the blue paper vehicle passport form (PTS) will be a thing of the past. It will be replaced by an electronic PTS, and the only documents the owner will have for the car will be the vehicle registration certificate. Of course, the transition will be gradual; the remaining PTS in hand will remain valid.

Replacement of rights in the MFC

It will be possible to obtain an international driver's license and replace the license in case of expiration, damage or loss not only at the State Traffic Inspectorate, but also at multifunctional centers operating under a single window system. The list of documents to be presented is the same as in the traffic police: application, identification document, valid medical certificate, payment receipt. One of the capital’s MFCs has already begun issuing “rights”; all others must be ready for this activity by February 1.

Tax on parking spaces

The cost per square meter of a parking space is often more expensive than in an apartment, but difficulties arose with registering the purchased parking area. The problem is in the wording, since the “Technical Regulations on the Safety of Buildings and Structures” considered an object limited by building structures to be a premises. Since the spaces in the multi-story parking lot are marked out only by lines, they refused to register them. On January 1, 2017, amendments to the Civil Code of the Russian Federation come into force, allowing the registration of a parking space as a separate piece of real estate. After registration, the state has the opportunity to impose a real estate tax on the car owner.

Control over truckers

From February 2017, the tariff of the Platon system (tolls on federal highways for trucks with a carrying capacity of over 12 tons) will increase from 1.53 rubles per kilometer to 2.6 rubles, from July - to 3.06 rubles. In the future, a tax of 3.5 rubles/km is planned, but the timing of its introduction has not yet been determined.

There is a fine for non-payment, but it is not always imposed. The fact is that you can punish only once a day. The operator transmits the data to the State Traffic Inspectorate, whose employees must determine the tonnage of the vehicle using the database and find out whether the decision was issued in other departments along the route. And truckers easily drive more than a thousand kilometers in a day! The traffic police cannot cope with this work, and the issue of transferring the function of imposing a fine for this violation from the Ministry of Internal Affairs to Rostransnadzor is now being decided. It is expected that truckers will begin to receive letters of happiness from the new organization as early as this summer.

Ban on entry into the city

At the end of 2016, the State Duma adopted in the first reading a bill allowing regional and local authorities to introduce paid entry into some city zones. The bill is being pushed forward by the Ministry of Transport, with the benefit of hindsight to London and other wealthy cities. The bill's developers claim that this will improve traffic safety and help improve the environment. The document says that when introducing a paid entrance, it is necessary to provide alternative free travel, think through the movement of public transport, organize parking and infrastructure for cyclists. This year, the Ministry of Transport hopes for accelerated adoption of this scandalous project. A number of parliamentarians spoke in favor of submitting this initiative to a referendum.

If this case does not go through, then the Ministry of Transport has a plan B. Already in 2017, cars whose environmental class is lower than Euro 4 may be prohibited from entering some urban areas. For example, within the Third Transport Ring in Moscow. New road signs have already been developed. The mechanism for checking the parameters of a car entering an area with environmental class restrictions is quite simple: the camera reads the car number and when accessing the traffic police database, the technical parameters are checked. Now in Russia as a whole, the environmental class of 63% of cars does not exceed Euro-3. In Moscow there are fewer such cars - about 42%.

Towing cars without license plates

The widespread use of paid parking in Moscow has led to some owners removing registration plates and, when returning, putting them back in place. From the point of view of the law, there is nothing illegal in this: Traffic rules only prohibit driving without license plates; there are no prohibitions regarding parking. Of course, if there are no violations of stopping/parking rules. But the city authorities are concerned about this problem. The Department of Transport announced that cars without registration plates will be towed, as they allegedly may be involved in illegal activities or be stolen. The argument is weak and does not stand up to any legal criticism - cars with license plates can also be involved in something. The city authorities are not giving up and plan to make changes to the legislation that will allow cars without registration plates to be towed from paid parking lots.

A lot of new things await drivers in the coming months. The upcoming changes affect almost all aspects of automotive life: insurance, registration of licenses and cars, fines for traffic violations. Let's start with the new norms, which will definitely begin to take effect. Let’s also remember the initiatives that are still awaiting final confirmation.

Fine for dangerous driving

In June of this year, through the efforts of the traffic police, deputies and the government, a new term “dangerous driving” appeared in the traffic rules. We will not quote the long definition, especially since the government has created a special website for information. In short, drivers are prohibited from repeatedly performing several dangerous actions in a row. These include changing lanes during heavy traffic, sudden braking, failure to maintain distance and obstruction of overtaking. And although all this is already in the rules, the Code of Administrative Offenses still does not have a fine for violation. It is expected that deputies will consider the issue of punishment for dangerous driving during the autumn session of the State Duma.

New evacuation rules

From September 1, they begin to operate throughout the country. Now you don’t have to pay to transport your car to pick it up from the impound lot. However, in Moscow the norm came into force earlier, on July 24. In addition, tariffs will change soon. Now the cost of evacuation in different regions is calculated differently. For example, in the capital it depends on the power of the car. The Federal Antimonopoly Service is preparing a unified calculation methodology. It is only known that the technical characteristics of the machine will be taken into account.

Issuance of rights at the MFC

From February 1, 2017, it will be possible to obtain a driver’s license without visiting the traffic police department. Prime Minister of the Russian Federation Dmitry Medvedev already signed the resolution. Some regions will be ready earlier, but from the specified date the service will be available everywhere. Otherwise, the process will not change in any way, including obtaining a medical certificate. In fact, the innovation only solves the issue of queues in the registration and examination departments of the traffic police.

New rules for passing exams in the traffic police

Also, from September 1, new rules for passing exams in the traffic police will come into force. However, the changes concern details. So, at the theoretical stage you can make a mistake twice, but for each mistake you will be asked five additional questions on the same topic. We have modernized the table of penalty points for the practical exam in urban conditions. And the inspector is now required to sit on the back sofa, and not in front next to the student.

Simplified registration of drunk drivers

In the fall, the State Duma will consider in the second reading a bill on simplified registration of drunk drivers. The document was adopted in the first reading and recommended by the Committee on Constitutional Legislation. Mainly, the new rules reduce the time it takes to fill out the necessary paperwork. In particular, according to the bill, inspectors will no longer fill out a protocol on suspension from driving. In addition, traffic cops will have the right to immediately send suspicious drivers for a medical examination without first testing for alcohol.

Electronic MTPL policy for everyone

Today, the insurer decides for itself whether to sell electronic MTPL policies or not. But from January 1, 2017, this service will become mandatory. Absolutely all companies with a Central Bank license are required to issue (of course, if the client so desires) an “automobile license” in electronic form around the clock and without interruptions. Drivers who purchased a policy online can only carry a printed document with them.

Electronic PTS

Test issuance of electronic PTS began on July 1, but throughout the entire territory of the Eurasian Economic Union, the issuance of paper vehicle passports will cease from July 1, 2017. Drivers will only have a car registration certificate in their hands, and government agencies, thanks to a single database, will find it easier to work with documents. For example, charge transport tax.

Expensive insurance for violators

There are several more important documents for drivers that are still being considered. Thus, the Ministry of Finance, with the help of the Russian Union of Auto Insurers (RUA), has prepared amendments to the law “On OSAGO”, which provide for increasing coefficients on the auto insurance policy for persistent traffic violators. It is expected that drivers who received more than five fines in a year will pay more when applying for compulsory motor insurance. A table has been developed depending on the price and the number of issued decisions. According to the project, the maximum cost of the policy can increase three times. Insurers hope that the new standards will come into effect in January 2017. However, the decision has not yet been made - the final word remains with the Central Bank. In addition, RSA also proposes to increase the fine for lack of compulsory insurance from 800 to 8,000 rubles, but the regulator has yet to study this issue.

Unlimited Europrotocol

Another expected change in insurance legislation is the introduction of the unlimited Euro Protocol. Nowadays, there are too many conditions for independently filing an accident, including a low limit of 50 thousand rubles. The Ministry of Internal Affairs proposed to lift restrictions from 2017, but the legislation is not yet ready. Insurers offer to specify in detail how an accident should be reported, including what photographic equipment and how to use it.

There will be important changes in the field of compulsory motor liability insurance

OSAGO is perhaps the most pressing topic that worries everyone: from drivers to representatives of the Central Bank of the Russian Federation. What will change in the field of automobile citizenship?

Firstly, the insurance premium (policy cost) may increase significantly. In 2017, to avoid unprofitability, insurers can immediately increase it by 64%.

Secondly, most likely, already at the beginning of 2017, amendments developed by the Ministry of Finance will be made to the current law on compulsory motor liability insurance.

What is proposed in the bill:

Increasing the minimum payment under the European protocol to 100,000 rubles.
The form of the European protocol will be determined by the Bank of Russia, and not by the Ministry of Internal Affairs, as is regulated today. This will simplify the notification procedure and reduce the number of disputes between road accident participants and insurers.

It is proposed to establish repairs rather than cash payments as the preferred form of insurance compensation. The service station will be chosen by the policyholder in agreement with the insurer. With this form of compensation, wear and tear of parts will not be taken into account (paragraph 2, subparagraph “h”, subparagraph “m”, paragraph 9 of article 3 of the bill). Car owners will have to submit the damaged car for inspection immediately to the insurance company, which will decide in what form (in kind or cash) to pay the insurance compensation.

Criteria will be determined, taking into account which the Bank of Russia will develop requirements for service stations.
Perhaps insurers will be given the right to determine a number of coefficients for compulsory motor liability insurance.

Certain points of the project are constantly discussed by the Central Bank of the Russian Federation, insurers, the Ministry of Finance and other ministries and departments.

The Central Bank will become more stringent in controlling the activities of insurance companies.

If the MTPL reform does not bring the expected result, the Bank of Russia will create a National Reinsurance Company (NPC) so that insurers have the opportunity to reinsure risks under MTPL.

It is possible that KBM will be tied to the car owner’s accident history, and a gradation of coefficients will be introduced that affect the cost of the policy, depending on the number of traffic violations during the year. Only serious violations will be taken into account in the list of violations.

At the same time, power factors and regional coefficients that influenced the cost of the policy will most likely be cancelled.

In addition, it is planned to expand the price corridor for policies to 30%, which will be the first step towards the transition to free tariffs.

Insurers will be required to issue electronic MTPL policies

From January 1, 2017, all insurers included in the RSA system will be required to implement the opportunity to purchase MTPL policies online. Insurer websites will have to operate around the clock and without interruption. Currently, bills are being developed with the help of which the Bank of Russia will control insurers. He will also make decisions and impose fines for non-compliance with requirements, which can reach 300,000 rubles.

The “RSA Single Agent” principle will operate in the electronic policy sales system. On the websites of insurers, it will be possible to purchase policies of any other insurance company that is a member of the RSA (Russian Union of Auto Insurers) and has signed the Agreement.

They will change the rules for drawing up the European protocol, introduce black boxes and ERU-GLONASS

The Ministry of Transport has developed new rules for the application of the “unlimited” European protocol.

Car owners will have the opportunity to record accidents in three ways:

Using on-board equipment that records information about vehicle movement using GLONASS signals.
Using special applications for smartphones, which are already at the disposal of RSA, the Russian Union of Motor Insurers.

By calling the operator, that is, using a regular push-button telephone. In this case, you will need to activate a special communication service in order to transmit the coordinates of the accident site to the insurer through the operator.

Also, to register an accident, you will need photo or video filming, which the participant in the accident must do independently (for example, with a DVR or even a point-and-shoot camera).
Insurers are against this approach and advocate installing telematics devices on cars.

However, the Ministry of Transport proposed to postpone the use of the GLONASS system for registration of the European protocol for a year: from January 1, 2017 to January 1, 2018, no earlier.

At the same time, traffic police officers may be prohibited from going to the scene of minor accidents from 2017.

Black boxes that will record data using the GLONASS system will be mandatory installed on cars from 2020. This proposal was put forward by the Ministry of Transport.

And from 2017, all new cars must have the ERA-GLONASS system installed. The system is being installed in order to more quickly respond to information about an accident by special services. The time it takes for an emergency signal to be received by the GLONASS contact center will be only 10 seconds.

However, some manufacturers, taking advantage of a loophole in the law, plan to register certain models according to old standards. If OTTS (vehicle type approval) is received before December 31, 2016 inclusive, the car can be safely produced without the installed system.

Rights can be obtained at the MFC

In all Russian multifunctional centers (MFCs), it will be possible to obtain a new driver’s license to replace a lost one or if it expires on February 1, 2017. There you will also be able to obtain an international driver's license (IDP).

The MFC will also issue certificates about the presence or absence of administrative punishment for the use of narcotic or psychotropic substances without a doctor’s prescription.

PTS will become electronic

From July 1, 2017, the issuance of paper PTS will be stopped, and in the period from August 17, 2016 to July 1, 2017, drivers will be able to exchange paper PTS for electronic ones on a voluntary basis.
Owners of tractors and other self-propelled vehicles will receive standard vehicle registration certificates until July 1, 2018.

As for electronic driver's licenses, no legislation has yet been proposed, but the government is not abandoning the idea.

State fees for issuing licenses and STS will increase

An increase in the fee for issuing driver's licenses and vehicle registration certificates is being discussed. A decision will be made on how much the fee for issuing vehicle registration certificates and issuing driver’s licenses will reach.

Now the driver pays a state fee for obtaining a license in the amount of 2,000 rubles, and for registering a car (STS) - from 500 to 850 rubles. In the future, if amendments are adopted, you will have to pay 3,000 and 1,500 rubles, respectively.

There will be a fine for dangerous driving

In 2017, a new article of the Code of Administrative Offenses on fines for dangerous driving will appear. The project was developed by the Ministry of Internal Affairs of the Russian Federation. It is expected that the fine will be 5,000 rubles.

The term “dangerous driving” itself was introduced into the Code of Administrative Offenses in the summer of 2016.

According to paragraph 2.7 of the traffic rules, dangerous driving includes:

failure to comply with the requirement to give way to a vehicle enjoying the right of way when changing lanes;
changing lanes during heavy traffic when all lanes are occupied, except when turning left or right, making a U-turn, stopping or avoiding an obstacle;
failure to maintain a safe distance from the vehicle moving ahead;
non-compliance with the lateral interval;
sudden braking, if such braking is not required to prevent traffic accidents;
preventing overtaking.

A point system of fines will be introduced

The bill on a cumulative system of fines for 3 or more similar traffic violations will be considered in 2017. Only fines recorded by the inspector, but not by a photo/video camera, will be counted.

There will be a fine for out-of-season tires

The Federation Council intends to speed up the adoption of a law on a fine of 2,000 rubles for untimely change of tires. If passed, the law will take effect on September 1, 2017.

The rules for transporting children will change

Rules for the use of child car seats will become more stringent. Children under 7 years of age can only be transported in a car seat, regardless of whether the car or truck cab is equipped with special seat belts or not.

But children from 7 to 11 years old inclusive can be transported in the back seat using seat belts, if they are provided for in the design of the car or truck. Children under 12 years of age cannot be transported in the front seat without a car seat. The new draft does not include the phrase “other devices,” meaning that boosters and pads cannot be used to secure children with seat belts. The fine for failure to comply with the rules for transporting children is 3,000 rubles.

The draft also includes a ban on leaving a child under 7 years old in a car in the absence of an adult. The fine for this violation is 500 rubles (Part 1 of Article 12.19 of the Code of Administrative Offenses of the Russian Federation).

In June 2016, changes were made to the rules for organizing the transportation of children. Some changes took effect on July 10, 2016, while others will take effect on January 1, 2017. In particular, it will be prohibited to carry out group transportation of children in serviceable buses older than 10 years and not equipped with a tachograph, as well as a GLONASS tracker. The diagnostic card or inspection ticket must contain information confirming the good technical condition of the bus.

Rules for transporting disabled children may change

Perhaps in the very near future, new rules will be developed regarding the transportation of disabled children who are physically unable to use seat belts or have contraindications for transportation in cars using car seats.

Excise taxes on fuel will increase

The State Duma adopted in the third reading a law that provides for a significant increase in excise taxes from 2017.

For gasoline of a class below Euro-5 and for straight-run gasoline, the excise tax rate does not change from 2017 to 2019 and is equal to the same value as it is now: 13.1 thousand rubles per ton.

The rate for Euro-5 motor gasoline in 2017 will increase to 10.13 thousand rubles per ton; in 2018 - up to 10.53 thousand rubles per ton; in 2019 - up to 10.95 thousand rubles per ton.

The excise tax rate for diesel fuel in 2017 is set at 6.8 thousand rubles per ton; in 2018 - 7.07 thousand rubles per ton; in 2019 - 7.35 thousand rubles per ton.

For middle distillates, the excise tax rate for 2017 is set at 7.8 thousand rubles per ton; for 2018 - 8.11 thousand rubles per ton; for 2019 - 8.43 thousand rubles per ton.

“Beautiful” license plates will begin to be sold at auction in the traffic police

The sale of “beautiful” license plates may be allowed in Russia from 2017. The numbers will be sold at specially organized auctions.

The rules for technical inspection and the punishment for its absence will change

The requirements for vehicles undergoing technical inspection will become more stringent. For example, there will be a ban on the use of color film on headlights, as well as on any non-factory tuning of cars.
The powers to control maintenance operators can be transferred to the State Traffic Safety Inspectorate or the Federal Accreditation Service.

Drivers who have not passed the MOT are subject to a fine of 500-800 rubles, and for a repeated act there will be a fine of 5,000 rubles, or the driver will lose his license for a period of 1 to 3 months.

Organizations can get rid of transport tax

Legal entities that own cars under 3 years old may be exempt from paying transport tax, which will encourage them to renew their vehicle fleet more often. If the initiative is supported by the government, changes to the Tax Code of the Russian Federation will come into force on January 1, 2017.

One of the good news of the coming year will be the likely abolition of the transport tax for large families. One of the parents, adoptive parents, or guardians will be exempt from payment if the family has three or more children under the age of 18.

Disabled people will be given the opportunity to get cars for free

Disabled people can have the opportunity to purchase a car using their budget. For this purpose, war invalids will be issued certificates in the equivalent of 700,000 rubles for the purchase of transport. The project is currently under consideration in the State Duma. The draft says that disabled people will also be provided with car conversion kits.

Parking spaces will be treated like real estate

From January 1, 2017, parking spaces in parking lots will become real estate. Requirements for the size and design of parking spaces have also been developed.

Moscow will ban the passage of non-eco-friendly trucks

Trucks with engines of a class below Euro-3 will not be able to drive on the Third Transport Ring, and trucks of a class below Euro-2 will not be able to drive along the Moscow Ring Road and inside the Third Transport Ring. Previously, the entry into force of the ban was regularly postponed from 2015. The press service of the mayor's office reported that the ban will take effect on January 1, 2017.

Entry into cities will be paid

Entry into cities may become subject to a fee in the spring of 2017. Regions can establish paid entry into cities and individual areas. The regulatory act is being introduced so that it is possible to regulate traffic and control the environmental situation in certain areas of cities.

Changes in the Plato system

The Ministry of Transport proposes to increase the tariff to 3.06 rubles from June 1, 2017. And the intermediate increase will take place on February 1, 2017: the tariff is proposed to be increased to 2.6 rubles. Let us remind you that the tariff is now set at 1.53 rubles.

However, the situation is still in limbo: carriers and members of the Accounts Chamber spoke out against the increase.

The cost of the policy is the same both when purchased online and when purchased directly from the insurer.

The damaged car will go to the insurer's affiliated service without any alternative. In what form will the car be returned, will these services have the competence for different car models, how can insurers be forced to redo the defect - this is not a complete list of questions for this initiative. It is worth noting that even in the first years of the life of the compulsory “motor citizen”, people tried to get repairs from insurers. However, soon drivers began to abandon this option en masse due to the inadequate quality of services.

Insurers resisted the amendments back in 2016, but stalled when the Duma team changed. Now they are hoping to push through their benefits closer to spring. But this is not enough for them. Ban on entry into the city

At the end of 2016, the State Duma adopted in the first reading a bill allowing regional and local authorities to introduce paid entry into some city zones. Purchasing an MTPL policy via the Internet became available in Russia from July 1, 2015 upon renewal of the contract. But only from January 1, 2017, all insurance companies will be required to sell MTPL through their websites. If an insurer refuses to sell a policy online, he may receive a fine of up to 300 thousand rubles. However, the company may cite temporary technical problems.

Compensation in kind under OSAGO

Reimbursement in kind for motor vehicle insurance may begin on March 1, 2017, but no such decision has been made yet. A bill that amends the law on compulsory motor liability insurance is being considered in the State Duma. It is planned that the priority of payment for repairs over cash payments will apply only to passenger cars of individuals. However, in exceptional cases, the possibility of monetary compensation will remain.

ERA-GLONASS system

Certification requires car companies to spend up to 200 thousand euros to conduct tests for each model. Due to the high cost of certification, the number of new car models available in Russia will be reduced. The mandatory implementation of the system also affected the price level.

The system is also necessary for used cars that will be imported into Russia from January 1, 2017.

At the end of December, the Federal Customs Service warned that in order to issue a passport vehicle (PTS) in Russia for a used foreign car from other countries, a device for calling emergency services is required. Information about this must be contained in the vehicle safety certificate.

Electronic PTS

The Customs Union Agreement on the introduction of electronic passports for vehicles comes into force on July 1, 2017. The complete transition from paper PTS will take about two years.

Increase in excise taxes on automobile fuel

Excise tax rates on motor gasoline of the fourth and fifth classes will increase from January 1, 2017 by 800 rubles and 2.7 thousand rubles - up to 13.1 thousand rubles and up to 10.13 thousand rubles per ton. The excise tax on diesel fuel will increase by 1,707 rubles, to 6.8 thousand rubles per ton.

An increase in excise taxes could lead to an increase in prices for motor fuel from 8% to 12% in 2017, says Vagit Alekperov, head and co-owner of LUKOIL. According to him, in terms of per liter the increase will be approximately 2 rubles.

Earlier, Deputy Minister of Energy of the Russian Federation Kirill Molodtsov noted that in January there will be a traditional increase in gasoline prices. Rules for transporting children

From January 1, transportation of children under 7 years of age will be allowed only in a car seat on the rear sofa. From 7 to 12 years of age, children can be in the car and in the front of the car seat. Previously, children of any age could be in a restraint system there.

The use of a car seat is required from January 1 for children under 7 years of age (previously it was required until 12 years of age). A fine of 500 rubles has also been introduced for leaving a child under 7 years of age in a car without adult supervision. From January 1, group transportation of children will be prohibited on buses that have been manufactured for more than 10 years.

Changes in 2017 will also affect parking spaces. Amendments to the Civil Code of the Russian Federation and certain legislative acts come into force on January 1, 2017. They will allow you to register a parking space as a separate piece of real estate.

Previously, as a rule, a parking space was recognized as an independent object only if it was part of another real estate object, and the owner of the parking space was a shared owner of the main real estate object.

The innovation may boost the demand for parking spaces: it will be possible to take out a mortgage separately from an apartment. Previously, its cost was included in the mortgage on the apartment. After the changes, the owner of a parking space will be able to give it as a gift, pass it on by inheritance, receive a loan secured by it, and perform other actions. But in addition to the rights to the object, there will also be a tax liability.

Developers have sold parking spaces before, but the owners often had difficulties registering them, said a representative of the Association of Developers of the Moscow Region.

Dangerous driving

At the end of November, the Russian government submitted to the State Duma a bill on administrative liability for dangerous driving. The fine for repeatedly committing one or more dangerous actions on the road in succession can be 5,000 rubles.

New fine for tinting

The State Duma may adopt a bill in 2017 that will increase the fine for excessive tinting of windows. The document provides for an increase in the fine from the current 500 rubles to 1,500 rubles for the first violation and up to 5,000 rubles or deprivation of rights for a period of 1 to 3 months for a repeated violation.

Now any tinting of rear windows is allowed. The windshield must transmit at least 75% of light, and the side windows must transmit at least 70%. Any film reduces their light transmission below the permissible limit.
