To speed up the launch, a new algorithm for interaction between various departments was invented. Thus, RSA will generate a certain array of data on all valid MTPL policies for a specific date and transfer it to the traffic police. This array will contain data exclusively about the car (VIN, chassis number, etc.), without full name, since several policies can be issued for one person. The Ministry of Internal Affairs, using the insurers’ data, will “supplement” them with information about the car number and transfer this to the data center.

The data center, in turn, will use this array as a kind of “search base.” If a car passes under the camera, information about which is not in the “database”, then this will be regarded as a sign of a violation. The system will issue a “signal”, after which a repeat check will be carried out through a request from the traffic police to insurers about the availability of a valid policy. If this information is confirmed, then a decision is made under Part 2 of Art. 12.37 Code of Administrative Offenses (fine - 800 rubles), ten days after recording.

The decree will be issued for each drive - in other words, if a car owner without compulsory motor liability insurance drives under the test camera five times a day, he will receive five “chain letters” by mail.

Based on the results of the experiment, if it is considered successful, the fleet of cameras connected to the system will be expanded, but before that a thorough analysis of law enforcement practice and appeals will be carried out.

This rule was planned to be introduced at the beginning of 2017, but was delayed by twelve months to allow vehicle owners to equip their vehicles with the appropriate devices. Expanding the rights of motorcyclists

They plan to give motorcyclists the right to move between car lanes, subject to the presence of special demarcation lines for car and motorcycle owners.
