II. MOBILE POST (MP) is installed in a patrol car.

The MP consists of a laptop with specialized software and a transceiver module installed in a patrol car. The kit may include a battery box for autonomous power supply of mobile post equipment.

The mobile complex for automatic photo recording of traffic violations of the Russian Federation “ARENA” (hereinafter referred to as the Complex) is designed to detect moving vehicles (hereinafter referred to as vehicles) on a controlled section of the road, measure their speed, photograph vehicles that have exceeded the established threshold speed, processing and transmission of photographs to a remote computer via radio channel.

The complexes are used by employees of the State Road Safety Inspectorate to control the speed limit of vehicles.

2.Structure and tactics of using the complex

The complex can be deployed on any section of the road. The equipment of the complex can be easily transported from place to place in the trunk of a car in a special shipping box.

Structurally, the complex consists of two parts:

  • Frontier of control;
  • Mobile post.

Frontier of control- this is an “Arena” speed meter installed on a tripod (hereinafter referred to as the “ARENA” IS) and the equipment connected to it for power and communication. The boundary is installed on the side of the road, 3-5 m from the edge of the controlled roadway. The device is powered by a battery placed in a special box.

Mobile post- This is a patrol car with radio channel equipment and a laptop installed in it. The mobile post communicates with the control line via a radio channel, the maximum range is 1.5 km.

All vehicles exceeding the established speed threshold are automatically photographed in the border control zone. Data on violations are accumulated in the memory of the ARENA IS and transmitted via radio to a mobile post located at a distance from the line in the direction of vehicle movement. The photographs contain complete information about the violation, including the automatically recognized state registration plate of the violator’s vehicle.

When using the complex, there is the possibility of both a rapid response to a violation - stopping the violator and issuing a resolution at the moment the violator approaches the mobile post, and a delayed response - the data accumulated in the memory of the ARENA IS is transferred to the central post for subsequent processing.

The basis of the control line is the speed meter with photo recording “ARENA”. IS "ARENA" provides registration of facts of violations of traffic rules of the Russian Federation, storage of this data (files with frames of violations) and their subsequent transfer to a remote computer.

The ARENA IS is a monoblock, inside of which there is a narrow-beam radar, a camera, a computer, a data storage device, a device for maintaining operating temperature and a power supply. The meter is made in a single waterproof (degree of protection against water and dust IP65) and shock-resistant housing with fastening elements. To exchange data between the ARENA IS and a computer, the standard TCP/IP protocol is used. IS "ARENA" is installed at an angle of 25 degrees to the direction of vehicle movement. In this case, it is possible to control vehicles both from the front and from the rear.

Each IS has software installed that provides recognition of state registration plates, which subsequently makes it possible to automate the extraction of information about the owner of the vehicle from the traffic police database. 1. ARENA

3. BARRIER

Today there are 2 types of radar in use: “Barrier-2M” and “Barrier 2-2M”. The first operates exclusively from the on-board network of traffic police vehicles, the second has an autonomous mode. 5. BERKUT

One of the new products is the so-called “alcolaser” for identifying drunk drivers. Gives the inspector the opportunity to remotely detect the content of ethyl alcohol vapor in the car interior. “Sights” are one of the most common traffic police radars. They are characterized by accuracy of readings, resistance to low temperatures and any weather conditions. Can determine the speed of transport in only one direction - passing or oncoming.

10. LISD, LISD 2M and 2F

A laser is used to measure speed. The meter is equipped with sensors with which the inspector can automatically detect a vehicle, measure speed, distance and record the time of events. LISD measures all indicators regardless of vehicle traffic density and weather conditions.

11. PKS-4

The PKS-4 system is a post for controlling vehicle speed. Such a device consists of a complex of video cameras that are combined with a detector; it operates using a pulse mode at a K-band frequency of 24.16 gigahertz plus 100 megahertz.

PKS-4 measures the speed of vehicles in only one row. All information (photos, speed readings) is displayed on the computer screen and can be printed. As a rule, radar detectors do not have time to warn of approaching PKS-4 in advance.

12. ARROW ST 01

STRELKA to this day remains one of the most “advanced” video radars in the arsenal of the traffic police. STRELKA is equipped with a unique video recording camera that monitors violations from a distance of up to 1 kilometer. Unlike most radars, STRELKA tracks not just one violating vehicle, but the entire traffic flow, immediately processing the entire section of the road within 1 km in both directions.

At the same time, the Strelka-ST radar complex records not only speeding, but also other traffic violations, for example, forced departure to the side of the road intended for oncoming traffic or for the movement of route vehicles.

Plans by the end of 2014 include the installation of at least 2,000 Strelka-ST complexes throughout Russia.

Not a single radar detector responds to the Strelka-ST radar with 100% probability. The easiest way to avoid becoming a “victim” of a stealth radar is to know for certain its location. The Inspector RD X2 Gamma radar detector with a GPS module has a preinstalled coordinate base for all Strelok-STs. While driving, it is quite difficult to see a stationary radar on your own, but the radar itself, without much difficulty, can capture both the license plate number and the facial features of the car owner, if the latter has attracted attention by significantly exceeding the speed limit.

The radar photographs also record the date of capture and the speed of the vehicle. ARENA is capable of keeping watch over three lanes of traffic at once; it is impossible to drive under it unnoticed. The law does not prohibit the use of this radar, and the misfire in measuring driving speed is minimal - 1-2 km, so a motorist is unlikely to be able to try his luck in court.

But don't despair! Fighting with this weapon is quite easy. So, the surest way is not to exceed the established speed limit! But, since observing it for some is as difficult as teaching a bear ballet, you will have to resort to another method. Using high-quality radar detectors is the second, slightly less reliable, but also effective method.

There was once a myth circulating that ARENA uses laser sensors and that only models with active laser shifters can suppress such an onslaught. But in reality everything turned out to be completely different. This famous radar uses K-band. From this we can conclude that almost every modern radar detector is capable of detecting it. All that remains is to make sure that your radar detector is capable of cutting it off in advance, in order to give you at least 5 seconds to reset the speed to the optimal one.

Guys, after all, are not stupid people either, and therefore they install mobile radars in a cunning way, taking into account the depressions and heights of the road surface, trees and billboards; often radar detectors simply cannot detect the radar in advance. Few people usually have problems with stationary ARENAs.

It is always a good idea to scan a frequently used road for the presence of these radars. And if they are present, it is necessary to acquire the most sensitive radar detector, despite the possibility of repeated false alarms.
